The War in Ukraine, now in its third year, is apparently deadlocked with neither Russia nor Ukraine able to land a knock-out punch.
An impediment to negotiations is that the Biden administration and its European allies, most of whom are NATO members describe Russia as an existential threat.
Polls, however, in both countries are showing that the populations want to see an end to hostilities and that negotiations should occur. Our two experts are among those voices.

Dr. Charles Kupchan is a senior fellow at the Council on Foreign Relations and professor of international affairs at Georgetown University’s School of Foreign Service. His most recent book is, Isolationism: A History of America’s Efforts to Shield Itself from the World. Dr. Kupchan served as senior director for European affairs at the National Security Council during the Obama administration.
