There seems little doubt that war breeds corruption. Dollars that should go to building a strong military force are often sidelined into individual pockets. Afghanistan is a ”glaring” example of this with government employees and even the military benefiting from aid dollars.
Joining Dennis McCuistion and Jim Falk are two esteemed experts who have witnessed the extent of corruption in war zones first hand:
Sarah Chayes, a former NPR reporter and author of Thieves of State, and War and Corruption in America. Sarah covered the 2001 fall of the Taliban and was also a special adviser to two commanders of the international forces in Kabul and then Chairman of the Joint Chiefs of Staff Mike Mullen; and
Rebecca Black a former Deputy Mission Director in Afghanistan, with firsthand knowledge of where our assistance made a positive difference and where funds were diverted by unscrupulous profiteers.
The post-mortem on Afghanistan will show that corruption was a critical factor in the country’s failure to break the barriers that hampered its development.
Dishonesty was not limited to just those in power. Lines of corruption extended across many levels of Afghani society – and also included U.S. contractors and companies.
